Short Answer

Resource tiles are one of the few things that aren't fully live data. Unpublish and republish the resource tile and then force close, and relaunch your app.
 
 

Long Answer

Most of the data in the app and on the dashboard are what we call "live data." This means that your users won't have to manually refresh their app with a pull-to-refresh feature to see the most up-to-date version of your app's data. Newly created, or recently edited (changes in the tile image, title, or url) resource tiles are one of the only exceptions to that.
 
Below are the steps to workaround this exception.
  

Step 1 – Unpublish and Republish the Resource Tile

Toggling publish and unpublish on the resource tile that isn't showing up will send it out to your app. You need to do this every time you change the tile's background image, title, or the link that the tile links out to. You do not need to do this whenever you create or edit a resource within a resource tiles.

Step 2 – Force Close and Relaunch Your App

Hitting publish and unpublish is the only step required to make that tile appear in the app. Force closing and relaunching your app will just speed up the process. You do not need to ask your users to force close and relaunch your app.
